MONTEREY DUNES COLONY, Moss Landing — October 29, 2026. Public state environmental records provide a clearer picture of how wastewater is managed within this coastal residential community. The California State Water Resources Control Board’s Integrated Water Quality System (CIWQS) identifies Monterey Dunes Colony Mutual Water Association as operator of a wastewater treatment plant at 195 Monterey Dunes Way in Monterey County. The facility has active state wastewater discharge coverage, while its public history includes past reporting problems.

What is the facility and who regulates it?

The Water Boards database lists the facility as Monterey Dunes Colony WWTP, with site identifier WDID 3 271011001. It shows active enrollment under Order 2014-0153-DWQ, effective May 5, 2022. The operator is registered as a privately owned mutual water association, not the municipal sewer system operated by the City of Monterey. Historical entries refer to older discharge orders, but active status should be read from the current agency listing.

What does the compliance history show?

In the Water Boards’ expanded five-year view, the database records a late semiannual report for the second half of 2023, dated February 2, 2024, and a second late report for the second half of 2024, dated February 2, 2025. The same state history lists a Notice of Violation dated September 2, 2025, now labeled historical.

Crucially, these are identified as reporting violations. They should not be presented as proof of raw sewage released into the ocean, a drinking-water contamination finding or a public-health emergency. The default state report, generated in October 2026, lists zero violations for the previous one-year view. That narrower count is not the same as saying the five-year compliance record is spotless.

What information is missing?

The Water Boards website cautions that regional offices are still entering backlogged information, so its violation totals can be incomplete. The public display also does not independently establish that every overdue report has been filed, whether a site inspection occurred during October 2026 or whether any specific beach-water-quality sample met a numerical limit. Those questions require agency records or the relevant monitoring reports.

How neighbors can check directly

Residents and property owners can review the California Water Boards’ five-year regulatory record, and the default one-year snapshot. The public database identifies the facility at 195 Monterey Dunes Way and lists the regulatory order and administrative history.

This is a facility-specific environmental records report, separate from the county’s winter Salinas River Lagoon flooding response and from proposed vacation-rental ordinance exceptions. Neither of those other topics establishes the wastewater plant’s compliance status.
